Democracy & Discipline
Fidel V. Ramos and his Philippine Presidency
William Scott Thompson, Ph.D.
Federico M. Macaranas, Ph.D.
October 2007
The volume is not a biography of “FVR” in any formal sense. Its focus, rather, is on the pattern of governance he established, certainly based on the character of the man and the principles he lived by.
While not exactly a history of the Ramos administration, Democracy & Discipline takes a look at most of the crises and achievements of those years, tracing the roots of the accomplishments to the leadership of a professional soldier for 42 years, an engineer with a grasp of the larger social structure (a Protestant in a predominantly Catholic country) and a global picture shaped by a family steeped in democracy, and a practitioner of formally-learned management principles.
Authors Dr. W. Scott Thompson (visiting professor of the Asian Institute of Management and professor emeritus of International Politics, Fletcher School of Law and Diplomacy) and Dr. Federico M. Macaranas (executive director of the Asian Institute of Management Policy Center) demonstrate that Ramos, during his leadership of the Republic of the Philippines from 1992 to 1998, succeeded in building a team that put in place the political, economic and social foundations of a nation for the new millennium, and achieved a target per capita income of the country well before its target date.
Pinoy Cities on the Rise 2005 (Philippine Cities Competitiveness Ranking Project)
March 2007
The Philippine Cities Competitiveness Ranking Project (PCCRP) is the flagship research undertaking of the center’s City Competitiveness Program. It measures the competitiveness of cities by analyzing relevant indicators of local economic and political systems and the capability of cities to provide an environment that nurtures dynamism of its local enterprises and prosperity of its residents . The project formulates a process and technology with which the development strides of cities can be regularly monitored and evaluated. Moreover, it constructs a benchmarking method that will aid individual cities in measuring their level of competitiveness in relation to neighboring cities, and cities in other parts of the globe.
The study ranks the overall competitiveness of Philippine urban centers based on the following drivers of competitiveness: costs of doing business, dynamism of the local economy, human resources and training, infrastructure, responsiveness of the local government to business sector’s needs, and quality of life.
