Competition, Lower Prices in Electricity
Electricity rates in the Philippines have been a deterrent to the competitiveness of the local economy, which bears higher power utility costs that their counterparts in other countries. In the 2007 World Competitiveness Yearbook published by the Swiss-based Institute of Management Development (IMD), the Philippines ranks 29 th out of 44 countries in terms of electricity costs for industrial clients. W ith the public clamor for lower electricity rates, both the government and industry players have launched their respective programs to answer this demand.
On March 11, 2008, the AIM Policy Center held a forum entitled "Competition, Lower Prices in Electricity" to discuss the advantages and disadvantages of each proposal by putting each one in the perspective of the current situation. The guest speaker, Prof. Fernando Roxas, gave his observations and recommendations on which policy direction to look into and support to be able to create a more competitive environment. The audience was comprised of close to a hundred stakeholders from industry, government, academe, and consumer groups.
