APC in Retrospect
To formally close the year, the AIM Policy Center and the Konrad Adenauer Foundation synthesized the advocacies and research in a policy review before its various partners and stakeholders. The Centers programs each discussed the various activities undertaken during the year and focused on impacts and outcomes that were results of such activities. For 2008, the Center continued its advocacies on competitiveness focusing on issues such as energy, climate and food security challenges, migration and its role in development, science, technology and innovation, as well as regional integration.
The Global Competitiveness Program, in partnership with the International Institute of Management Development, released the 2008 World Competitiveness Yearbook. Giving primary focus on the creative industries, GCP was able to raise national awareness through the annual State of the Philippine Competitiveness National Conference with the theme of “the Philippines at the Crossroads of Competitiveness.” Gathering public and private sector leaders, the Center was also able to identify issues and policy recommendations to be considered in the work toward regional integration.
For 2008, the Globalization Lecture Series focused on the issues of competitiveness, climate change, peace-building and migration. Through lectures such as “Meeting the Challenge of Rural-to-Urban Mobilization and International Migration” featuring HRH Prince Constantijn of the Netherlands and “Climate Change and Conflict: Peace-building and Development Strategies” global issues and practices were brought into the consciousness of Filipinos as a contribution to the policy formulation process being done by the various agencies.
Finally, the Infrastructure Governance and Regulation Program launched the Energy Policy Series, bringing together various stakeholders to discuss on energy issues. Solutions were culled from such discussions, leading to collaborations between local government units and private sector to formulate energy projects. The Program also continued its advocacy on innovation, leading to the inclusion of “Filipinnovation” in the most recent update of the Medium Term Philippine Development Plan (MTPDP) as well as leading to some laws in the legislation process.
